I am unable to backup iPhone 4S to iCloud by wifi and unable to backup in computer also. Downloaded new iTunes today 12.2.1

when ever i try to backup its shows itune could not be backup iphone because an error has occurred
this is what i try
-switch off the phone and restart
-restart the laptop window 8.1
-restart the itune
-delete old backup
-remove my all album and cameraroll photo and sync still not able to backup
not able to take backup in my computer and as well as my icloud so maybe something big issue i am facing?
plz help me
Try a hard reboot first. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not loose anything.

i tried but still not working

i tired all this step but still same error
