Use to when I took a photo with my iPhone, it would be on my laptop a little later. That has stopped even though I still have iCloud loaded on my laptop. What could be wrong? I also have OneDrive as I updated to Windows 10.

Windows 10 is not yet officially supported (see System requirements for iCloud - Apple Support) so you may need to wait until it is. Some people have had limited success using iCloud on Windows 10 but many have issues (for example, see iCloud and Windows 10 compatibility issue).
