In Photos, is there a way to describe a photo and print that description on or under the photo?

select the photos - print (file menu ==> print), select the contact sheet, click on comments and select the metadata you want to appear under each photo and print

Once I get it this far is there a way to email the sheets short of saving as a PDF and then mailing them?
Yes
Print to PDF and and use the mail PDF option
