I see from your post that you're unable to sync to your iPhone because iCloud Music Library is enabled. This is to be expected since all of your music is in the iCloud Music Library across all of your compatible devices. If you haven't already, make sure to enable iCloud Music Library on your PC, so those songs are available to you on your other iCloud Music Library devices.
If you're a member of Apple Music or have an iTunes Match subscription, you have iCloud Music Library turned on. When you have iCloud Music Library turned on, you can't manually manage music.

Upload songs with iTunes from your Mac or PC
To add tracks from your Mac or PC to your Apple Music library:
- Sign in to iTunes on your Mac or PC with the Apple ID and password that you use for your Apple Music membership.
- Make sure iCloud Music Library is on.
