How do I ad my Iphone to my homegroup on my computer

I have a IPhone 5S Model: ME306L/A and AT&T is my carrier. I'm trying to connect to my homegroup on my laptop so I can use it's internet as a router for my phone but it can not find the network to connect to. What can I do?

iPhone 5s, iOS 8.4
