You can't clear your phone storage with a PC app. And you don't need to. There are two ways of making more room on your phone. First, you can reinstall apps which may enlarge thanks to cache data (Spotify is a good example). Second, you can reset your phone settings and erase all content—in this case, you'll get a "new" phone without any rudimentary data taking up storage.

Not everything will match with your iPhone 4s and your current iOS version. The most important fact is to use Wickr to securely erase all you private data from the empty memory after you have reset your iPhone.
