Which version of iPhoto do you have? You need iPhoto '09 or iPhoto '11.

Where does the upload fail?  Do you get a "Try again later"  warning or do you get warnings about the content of the book?

If there is a problem to connect to the Apple Store, check the preferences for the Print Products Store in the Photos > Preferences > General panel.  Also check the settings for your iCloud Keychain in the System Preferences > iCloud. For some forums members it was necessary to enable iCloud Keychain again to be able to connect to the Print products Store.

And make sure, that no Firewall or Antivirus software is blocking the connection to the store. For example, disable Kaperski or Little Snitch temporarily if you are using custom firewall software.

You may want to make a preview of the book, if you have not done so.  Sometimes there is a corrupted photo blocking the upload, that cannot be processed.  If you can make a preview, you'll know that your photos can be processed, see:

Which version of iPhoto do you have, Ann? And which version of MacOS X?

In older versions of iPhoto you can select the book in the source list and use the command "File > Print" and select to print to PDF.
