itunes 12.2.2.25 says "itunes could not backup the iphone because the iphone has not been set up" and cannot take backup. Does somebody have idea what itunes is requestiing to do?

Older itune was showing same message. Already turned on Setting of "iCloud backup' is ON of iPhone.

I tried all except security setting because the symptom is totally different and other PC since I need to stop this PC.
Bad instruction is about lockdown folder. It caused this error.
Deleting lockdown folder
Caused "iTune could not connect to this iPhone. An unknown error occurred (0xE80000003)
==> Restored folder
This is a bug of iTunes 12.2.2.25. Backup to PC or iCloud is processed when the setting Region / Language of iPhone / iPad is this combination.
JAPAN / Japanese United States / English
Since I use English or Japanese, only tried these combination.
Too bad, I don't understand what software designers of Apple are thinking😮
