I just bought an ipod shuffle. Can I sync music to it from the free 90 day trial version of iTunes? If so, then how?

There is no trial version of iTunes itself. If you mean the trial of Apple Music, no.

Ok. You are right. Thanks for the info. So I have to create my playlist in iTunes and pay for it before I can put it on the iPod.

iTunes is free. Making a playlist is free. Syncing is free. The only thing you buy is music in the store or rip your CDs.
