"Contact iTunes Store Support to complete this transaction"

I have reviewed a considerable number of posts relating to the "Contact iTunes Store Support to complete this transaction" message when attempting to purchase a gift card. Many of the responses are a curt, almost rude, "Do what the message says." OK, support waves their magic wand and the problem goes away -- NOT. I have twins thus two gift cards are required. I received the subject message on my first attempt and the only choice I was allowed was to contact support via e-mail. NOT satisfactory!!! I managed to trick the system into contacting support via telephone. After waiting for a real live person, explaining the issue being placed on hold for 20 minutes while she consulted with a senior support specialist and finally being notified that I should be able to purchase a gift card I was successful in completing the first transaction. I immediately attempted purchasing the second gift card and it failed with the identical subject message. By this time support had closed up for the night and hopefully I will be able to contact them tomorrow morning to again resolve, dare I say permanently resolve, the issue.
Yes, I am doing what the message says! My questions are, "Why is this happening (to anyone) in the first place? Why does fixing it NOT fix it? Is there anything the user can do to preclude it from happening again? Fundamentally, what is broke and why is it broken? Is Apple going to do anything to fix this issue?" I recently completed a 50 year career as a Software Professional (software and data architect, engineer, programmer, engineering specialist, staff engineer and half a dozen other titles over the years). This pervasive issue does not fit my definition of high quality software and high quality customer support.
