Need to de-authorized computers but says only once a year... why

That's Apple decision and they don't explain their reasoning to us.

The once-a-year restriction is only for the "Deauthorize All" command. You can authorize and deauthorize individual computers as frequently as you wish.
If you have a need to Deauthorize All, but it has been less than a year, you can contact iTunes Customer Service and they will take care of it.
