My wife would like to setup 2 classroom iPads

My wife would like to setup 2 classroom iPads for a 1st grade class with the same id and passwords. Is that possible? Next question can she activate her Teacher iPad on the family sharing feature to share games, videos, books of her choice? There will be 3 iPads total for this project we just want all of them to have the same purchases on them that she chooses maybe not all some of the items on her iPad need to have teacher access only.
