If you were able to use iMessage to send a message to this person, now your phone knows this person has an iOS device and can receive iMessages. If you and the other person have iMessage activated, then the devices will default to that. The only way around that is to deactivate iMessage on both devices. Can I ask what is wrong with using iMessage?

This did not help.  We have both turned off iMessage, but both phones say "iMessage needs to be enabled to send this message".  (my text messaging is unlimited, but my data is limited.  Plus I hate having my phone tell me what I can and cannot do.)

Then you will both have to complete the deactivation of iMessage. Once you have chosen to use it, your number remains in the iMessage database. See this link to deactivate iMessage. Remember, however, that if you do deactivate iMessage, other iPhone users you may be communicating with will experience difficulties in contacting you. They will need to remove you from their contact list and add you back, and delete all conversation threads with you to get their devices to understand you are no longer using iMessage.
