Q: icloud missing 12000 photos

I have 28000 photos on Mac in Photos. On iCloud it shows only 16000 and I do have 100GB storage available. Any ideas? I am running time machine on Mac on external hard drive also.

Does it say it is still uploading. Look at the bottom of the 'Photos' page in moments view.
