Photos for MacWhile Photos migration does not duplicate the original ("master") images (if they were "managed" in iPhoto/Aperture), it does create its own set of previews and thumbnails in addition to its own database files. Depending on what exactly you have in your library, the previews and thumbnails can be a substantial fraction of the size of the masters.

Photos saves disk space by creating links to the original and preview versions of your images.
The space used for the migration is totally nontransparent - but 20GB is really on the low side as you must always have a min of 10GB just for normal operations - Until there is enough free space to complete the migration there is no possible way to predict the outcome
