Welcome to Apple Support Communities.
It sounds like you replaced the hard drive in your PC and downloaded past purchases from iTunes in the Cloud, but you weren't able to recover music that you imported from CD, and you want to know if you have to import those songs from CD again. The article below outlines some ways that you may be able to recover the missing media without importing it from CD again.

Still can't find your media?
- If the missing media is on your iPhone, iPad, or iPod (and you purchased the media from the iTunes Store), transfer the media back to your computer using iTunes.
- If the missing media is on another computer, you can transfer your iTunes media between authorized computers on your local network using the Home Sharing feature in iTunes.
- If the missing media is an app, song, album, music video, or book, you may be able to download it again free of charge.
If you still can't find your missing media, you might need to restore from a backup, if possible.
- Learn how to restore from a backup on an external drive. Only use these steps if you backed up to an external drive.
- Learn how to restore from a time machine backup.
If a backup isn't available, your media might be lost, and you might need to purchase replacements.
