It sounds like you've already setup Family Sharing, but you would like to be able to access it from your laptop PC. All you will need to share content, like music, movies, etc, is be logged into iTunes with the Organizer's Apple ID or one of the Family Members' IDs. The following Knowledge Base article offers insight into the entire process:
Set up Family Sharing - Apple Support
To access other Family Sharing features on your PC, you will need to download iCloud for Windows. This article provides the link to download and how to make the most of your iCloud account:
Download iCloud for Windows - Apple Support
Get everything you love, on every device you use
When you download and set up iCloud on your Windows PC, your photos, mail, files, and bookmarks will stay up to date across your devices. If you need help using iCloud for Windows, you’ll find answers to your questions and solutions to common issues.
Thanks for reaching out to Apple Support Communities.
Kind Regards.
