downloaded IOS 8.4.1 update now can't delete any apps that I have downloaded, the X has disappeared from the icons, they wiggle and can move them but that's all.
Has how to delete them been changed or is it a bug.

It could be a simple bug, have you tried to restart the device?
If not there is another way to delete applications
Settings > General > Usage > Manage Storage
Its a lengthy way of doing it but works
Check your device restrictions:
Settings/General/Restrictions and make sure that "Deleting Apps" is turned ON (allowing the operation)
You'll need your Restrictions passcode

Never thought to look there as I didn't change that feature.
