Well, you would have to very carefully make sure that all the contacts are contained in iCloud first.  That will somehow involve your entering the missing ones into iCloud.  I have personally never had more than one place house my contacts, so I cannot tell you exactly how to do that.  But one way or another, you will have to find those contacts missing from iCloud, and transcribe their data into iCloud (and presumably delete them from wherever they are housed right now).

UPDATE - Never mind the above.  Use Gail's suggestion.  She knows best.
