Setting up my ipad mini using iTunes

I have an iPad mini.I have no WiFi that's why my only options is using iTunes.My iTunes has internet though it kept saying "We could not complete your iTunes Store request.An unknown error occurred (0x80090326).There was an error in iTunes Store.Please try again later."I really need to set up my device.
