I have tried to restore my phone, but its not working, it isn't even turning on! On the front of my phone it says itunes with a music note in a circle with a picture of a charger! what is going on?

It means the battery needs charging.
Charge to 100% then try restoriing your iPhone.

I have charged my phone before it happened! Its the wire i use 2 connect my phone 2 my pc! it says if you have problems with ur iphone you can restore it 2 its original settings! why does it say it cant be restored?
