I cant unzip files without getting an error code

Please make a copy of one of your small files and compress the copy. You should get a zip file. Can you unzip it?
Usually that means the zip file is incomplete, but it could be corrupt, or in an unusual format, or perhaps encrypted with a password.
So I clicked on an .zip attachment in the email in Mail, I keep getting an error message that says:
Unable to expand "file.zip" into "Downloads" (Error 2 – No such file or directory.)
Then, I saved it to Downloads folder, and tried unzipping, again the same error message. Over and over again.
So I changed the location for the Mail downloads, restarted Mail, tried clicking the .zip file in the email in Mail.... again – same result.
I'm running out of ideas. I can't figure out why because all the .zip files I downloaded today have no problem unzipping. If someone could solve this riddle for me that would be awesome
Should i just re-download it? Im trying to download a font but same thing happens but it does not have a password....
