Q: Why can't I listen to my purchased songs on my iPad without being connected to wifi?

I can listen to my songs as long as I have Internet connection...but when I don't, they are gray and will not play. I used to not have this problem.

You are going to have to provide more information.

What iOS is your device running?
Are you using iTunes Match?
Are you using Apple Music?
What has changed since this issue started?

If you are using Apple Music the tunes stay in iCloud - to listen locally when disconnected you have to download first while connected. See:Using the new Music app - Apple Support
