Q: How do I get my old pictures on my old iPhone to my new one?

From your post I understand that you need to restore photos from a backup of an older iPhone. If these photos were already stored in iCloud such as Photo Stream or iCloud Photo Library, then all you need to do is sign in with the same Apple ID on your new iPhone. If these photos were instead on your Camera Roll and you did not have iCloud Photo Library, then you will need to restore from an iTunes backup of that device.
