Welcome to the Apple Support Communities!
I understand that you are trying to write a review for an application in the App Store but are receiving an error that you must first download the application. This can happen even if the application is on your device when you try to review it from an Apple ID that did not purchase or download it to the device, so my first suggestion would be to make sure that you are signed into the same Apple ID that downloaded or purchased the application.
