It sounds like your Notification Center and call history are empty. What you describe seems like a software issue to me so I would start by quitting the Settings and Music apps:
1. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:iOS: Turning off and on (restarting) and resetting
If the issue persists, backup your device to iTunes, then restore it as new and verify that it works.
How to erase your iOS device and then set it up as a new device or restore it from backups
If it does, then restore your backup to either verify it still works and the software just needed reinstalled, or isolate the issue to the backup file itself.Thank you for using Apple Support Communities.

to tell the truth i actually jailbroke my phone and after like 2 weeks i wanted to go back to my original IOS 8.4
so i restored my phone to the later version. since then this problem persists maybe you can help me out, with this info.

Aug 24, 2015 9:22 PM in response to sterling rby rustymane,yes. I did the change in the host file .. created a new one and planted in to the location of the old host file and tried to restore my phone again,. it is still showing that error

Usually when you restore a device as new and do not from a backup that will eliminate software issues from the equation and isolate the problem to hardware. So if you restored from a backup restore it as new instead and test the Notification Center.

If you did restore as new I am not yet convinced the issue is to do with hardware, and would recommend restoring as new from another computer, then testing the issue.
