IIam no able to understand that why Iam not able to upgrade my ipod 4g to ios 7 because of this iam not able to download maby apps such as facebook messenger and much more apps plss do something to this

iPod 4 does not have the hardware capabilities to update to iOS 7 or later. You will need to get an iPod 5 or 6.
But some apps will allow you to download the latest compatible version:
