What version of OS X is it running?
the mac comes from my school so by the time i get it, it should be on os x yosemite but i plan to update to el capitan
Dictation is available under the current OS X (Yosemite).

Under the previous major OS X release (Mavericks), dictation was available but with somewhat fewer features than currently available.
