I have 2 ipads, a 3 and an air, I have the latest version of FB on both, but they look different, on the air the messenger, news feed, friends icons etc are along the top, and on the 3 they are on the bottom, WHY. I have made sure that they have the same current version of FB installed as I sync both of them thru my iTunes library on my PC.
Are they running two different iOS versions? I believe the iPad 3rd gen has a maximum iOS level of 5.1?

No, iPad 3rd gen can run the latest IOS 8.4.1.

Try delete the app from iPad and then re-download/re-sync.
