Q: Save photos?

I am using iCloud photos which I love

my one issues is I don't see how to save a photos from the cloud to my iPad.

I want to be able to do that for lack of an Internet connection and be able to have select albums of photos that I need complete access to.

I would rather make the album looking at my iCloud in my iPad than picking them out another way say at my desktop.

I am able to do this with Dropbox but I do understand you can access the server while I guess with photos you would have to access your computer with the original files.
