Hi, Im new to Mac and Apple products

Question1:

In Preferences>Sharing>Users: Staff, Everyone

What are those users? I don't have their user accounts in Users & Groups but somehow they are appearing under Users:

What is Staff?

What is Everyone?

Question2:

I deleted "Staff" and can't restore this user by clicking on the +. How can I restore this user?

They aren't users. Staff is a group and it is the default group for all users.

Everyone is actually others and are those users who either do not own the file/folder or are in the same group as the file/folder.

Every item in a unix operating system normally has an Owner (user) and it is a member of at least one group. The POSIX permissions are read, write, and execute (rwx). If the user trying to access that item is neither the user or in the same group as the item, then the Other (everyone) permissions apply.

Hold down the option (alt) key when you click the + button. You'll get a very large list of users and groups which you can then select.
