I have a billing problem with a previous purchase, and want to use a new card. However, the new card is not American, which means I need to change the region. When I try too change the region, I am asked to first cancel my current itunes match

I have a billing problem with a previous purchase, and want to use a new card. However, the new card is not American, which means I need to change the region. When I try too change the region, I am asked to first cancel my current itunes match subscription, which when I try it tells me "there is a billing problem with a previous purchase, please update your payment method".
