I'm not sure what you are referring to when you say reviewing, but you can create an Apple ID without a credit card. Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Suppor… This has to be done in that particular order to create it ahead. You cannot change one that has already been created.

If you created the Apple ID before, then you need to either have a credit card, or you can purchase an iTunes Gift Card and use that as a payment method.

You have to attempt to download an app without an Apple ID if you want to create the new one as indicated in the support document. If you created one and are signed in with that one, it is going to try and use it. You will not be able to select None as a payment option if you have never made a purchase. iTunes uses the credit card to verify your identification and location. It asks you to review your account, which is happening because you do not have a credit card attached. If you want to use the method in the support document, then you need to sign out of the other Apple ID, especially if you are attempting to do this on an iOS device.

Please try to understand what I've told you. If you do not have a credit card, you need to add an iTunes Gift Card to the existing Apple ID. If you don't want to do that, then you need to create a new Apple ID using the instructions in the support document that I provided. Those are your only options if you do not have a credit card. Please take the time to read what I have sent you.
