From your post I understand that you're trying to manually manage some music, specifically playlists, on your iPhone by using iTunes. If you're unable to sync the content then you might have Apple Music with iCloud Music Library enabled on the iPhone. Take a look a the information below to learn more.
If you're a member of Apple Music or have an iTunes Match subscription, you have iCloud Music Library turned on. When you have iCloud Music Library turned on, you can't manually manage music. You can still manage videos using the steps below.
