I suggest that you restart your Mac and use your Mac's Disk Utility to repair permissions before downloading and installing the Combo Update. Repair permissions again immediately following the system restart that completes the Combo update.

The software apps you use operate your camera.
To turn the camera on for FaceTime, launch the FT app.
When you quit FT, the camera will turn off (unless other apps that can use the camera are also running.)
Other apps that can use your inbuilt camera work the same way in all Mac OS X versions.

Because something is wrong.
To determine what problem you must correct requires troubleshooting.
Apple's Troubleshooting FaceTime for Mac article and Apple's How to Troubleshoot iSight give the troubleshooting instructions.
(FYI -- Over time, Apple has changed the built-in camera's name on newer Macs from "iSight" to "FaceTime" or "FaceTime HD" camera. Regardless of the name of your Mac's built-in camera, the same camera info and troubleshooting applies.)

One of these will fix your camera problem:
(1) If restarting your Mac doesn't fix the problem,
(2) use Apple's http://support.apple.com/kb/HT2090.
Be sure to test more than one Apple app in more than one user account. Do NOT use the "Guest" account for this test. If you do not have more than one user account for the testing, create a new one now. If you need help, how to do it is explained in http://support.apple.com/en-us/HT201754.
A "Standard" user account is all you need for testing.
Don't bother testing Skype or other third-party apps until you have your camera working with Apple apps.
(3) If you are really using OS X 10.10.x, and if your camera won't work properly even after testing with Apple apps,
completely reinstalling your Mac OS using the instructions from OS X Recovery may help.
(4) If none of the above suggestions resolve your trouble, contact Apple or an Apple-Authorized Service Provider to have your Mac professionally serviced.
