I did submit the feedback, so hopefully my little hat in the big ring of us talking about the issue will help in a faster turn-around for this issue.
I just bought a new Windows 10 PC and purchased Office 365 2016 at the same time. I was all pumped up to be able to bring my iCloud calendars into Outlook.... Bwahahahaha... What a bummer.

The embarrassing disconnect of getting my most valuable digital assets synced accros all of my devices is over now. Thanks Apple for providing us all of this trouble!
I continue to belief that iPhone and iPad (I had a Windows Phone and Surface) are the best. However the Brand Apple got a severe damage. I will keep listening to this discussion and drop news or thought from time to time.

Nov 12, 2015 11:01 PM in response to Uwe Grunewaldby supersparksteve,Well what with Cardav and Caldav fiasco and then all this further hassle, I gave up and moved to Microsoft Exchange Online Plan 1.
At least now everything syncs and I can use Outlook across all devices how I used to which seemed so long ago.
Yes it's cost me £2.50 a month but I'm now back to having everything in sync, using Office 2016 on PC and Mac, also working on iPads and iPhones.

I moved now calendars and contactsof several SOHO clients to Office 356, all clients which had licensed Office already, but used iCloud from iPhone, now all syncing with OneDrive...

What I have done until Apple decides they will fix this for Office 2016. is move back to Office 365-2013 version from Office 365-2016 version on my Windows 10 pc. It was painless, works as it should now, but I followed Microsoft's directions to a tee.
I am here in the US and the links are for US-English below.
I never had Office 365-2013 installed on this PC; Only Office single PC license of Office 2013 installed, then in August I changed to Office 365-2016 after un-installing the single PC license product..

I did not run the fixit tools (neither the uninstall Office 365-2016 https://support.office.com/en-us/article/Uninstall-Office-2013-Office-2016-or-Of fice-365-from-a-Windows-computer-9dd49b8… nor the fixit tool for the offer/reminder to upgrade to Office 365-2016) at this point (in link previously mentioned).
All is well now but **** Apple; show you care!

It now works as it did before with iCloud. I'm so disappointed that Apple has not heard our pleas. Hopefully we will see something soon with regards to Outlook 2016 being compatible with iCloud.

This whole situation is killing me right now and with Christmas coming up and my 3 kids all looking for upgrades from their iPhone 5s, I'm seriously considering going in another direction. So potentially chalk up THREE more users going away Apple. Must be nice not to worry about customer satisfaction or customer retention in today's competitive market where a seemingly simple fix would make all of us happy Apple customers while instead being ignored and moving on to other devices.

Nov 13, 2015 11:03 AM in response to mbrauer4by paulfromindio,As a test case, I found a sync program called Sync2 that claimed to be able to access Outlook 2016 on a 64bit Windows 10 machine and transfer my contacts automatically to Google and from there you can get them to your phone. Ostensibly, this is how iCloud works and a USB sync is even more simple.
From what I can tell they're a small outfit.
And it works flawlessly every single time. Make a small change in your Outlook 2016 contacts or calendar and it turns up on your phone Can anyone come up with a valid reason why these people can do this reliably and Apple cant ?

Nov 13, 2015 11:58 AM in response to JPinMaineby BWWiggs,It is my best guess (that could be a mistake) that a certificate needed to pass the Trust test in MS has not been updated or created by Apple since the introduction of Office 365 - 2106 (Outlook).
- I have mentioned this to the Sr Adviser who is bird dogging this with the engineering team responsible for iCloud and iCloud for Windows. At last one of two people have need the same complaint that on their MACs that sync will not work and the add-in is missing in Outlook for MAC too. I have tried changing the filtering for the Trust Center to see if the add-in would show up that the hate wide open. No such luck. I don't think a certificate is out there for 2016.
- Note somewhere in all this we also saw notations that 'click to run' versions of Office 365-2016 was not compatible with iCloud for Windows (iCloud for mail, calendar and contacts). Apple noted that those with Office 365 - Outlook 2016 should use their iCloud mail, calendar and contacts. This sure tells me that Apple's support / engineering for iCloud for Windows knew that their iCloud for Windows (4 and 5) would not sync with the new Outlook.
So, we cannot let Apple off the hook for responsibility to make their product work for us. If Apple needs something from MS to do their trick for iCloud for Windows, it has been long pass time that ask and get this done. MS knows this is not working too and points us back to Apple support. If you go to MS support and look around there are a few questions raised on this problem to the MS support.
I think by Monday, it will be time to ask for help on this from the top down rather than the bottom up. Let's see what the next 2 days bring then those who are willing may help in a letter writing campaign to Tim Cook.I hope this post survives the monitor who seems to not be able to move problem up the chain but can erase whatever discussion is deemed 'inappropriate'.

Those on twitter can try tweeting to @sharatibken she is the reporter for Cnet who follows Apple. Maybe if she gets enough tweets about the problem, she'll do a story and ask them point blank.

This update adds support for iCloud Photo Library and two-factor authentication for Apple ID.
iCloud for Windows v5 requires:
- Microsoft Windows 7 or later
- Outlook 2007 or later or iCloud.com (for Mail, Contacts, Calendars). Outlook 2016 is not supported.
- Internet Explorer 10 or later, Firefox 22 or later, or Google Chrome 28 or later (for Bookmarks)

After my today's big W10 autumn update iCloud for Windows working with my Outlook 2010 failed to work. I had this issue earlier on another PC upgrading from W8.1 to W10. Somehow Outlook looses the reference to the files iCloud For Windows provides. That means Apple is doing something very special with iCloud for Windows.
Good news: If you logout iCloud for Windows and login again, it works again.
One need to also to ask Microsoft, why they can provide native support for iCloud accounts with their new W10 mail/contact/calendar app whereas the flagship Outlook not.All in all the perfect mess and glory to Apple and Microsoft :-(

I have purchased the subscription as well, but all you can do is synchronize the .onmicrosoft exchange account, not the other IMAP/POP3 account which before (contacts and calendar) where syncing perfectly through icloud...

I copied exported all contacts to that account then deleted the icloud contact sync letting the exchange account do it from now.
Add all email accounts to outlook on all devices.
I did need to go into exchange account online and add myself, then everything worked, and working well.
