need help to recover the ipad mini. i reset it but the problem is the account of my brother's was forgotten.he is the original owner,what should i do the unit?

Once he has recovered his AppleID and passcode, he needs to do the steps below,

i reset my brother's ipad mini.i ask him but the problem is he forgot the apple id or account and password. still i have my apple id on the unit but cannot access in the activation process.how can i recover it?need response asap..
