Apple only publicizes a very limited set of past versions. A more comprehensive list, from version 11.4 to 12.2.1 with links to installers on Apple's servers, is available in the "Older Versions" section of turingtest2's user tip on Troubleshooting issues with iTunes for Windows updates.
