Where is Siri on iPad Air 2 can find it anywhere

ive just bought my iPad Air 2 from Amazon in UK and it doesn't have Siri? What shal I do? Also I don't know how to get the pictures from my iPhone 5s to be transferred to the ipad and when I take them with the iPhone they don't come up on the phone and visa versa what am I doing wrong?
