Thanks for using Apple Support Communities. Based on what you stated, it sounds like the card you are using with iTunes Store is not being accepted. I would recommend that you read these articles, they may be helpful in troubleshooting your issue.
Pay an unpaid balance in the iTunes Store - Apple Support
If your payment method was declined, update your billing information.
Change or remove your Apple ID payment information in the iTunes Store - Apple Support
If your credit card company's records don't match your records in the iTunes Store - Apple Support
