Can I change order of names in contacts?

after a recent emergency, my wife's contact number was required. I do have it listed with I.C.E. but the number is way down the contacts list and was not found for some precious minutes

Is there anyway to alter the contacts list and move this to the top?

iPhone 5c, iOS 8.4.1

The contacts list is going to always be sorted alphabetically so without putting something like "AA" before her name there isn't another way to do this. You can also use the health app to set a Medical ID which has an option of who to contact in an emergency.
