I have a mid 2014 MacBook Pro 15" running Windows 10 64-bit on Bootcamp 6. My issue is that I have 16GB of RAM which windows has recognized however it's only every using 2GB. My MacBook is therefore struggling to run CAD programs like Revit. Is there a away to allow windows to use all of the RAM? Is this a windows issue or a Boot Camp issue?

How did you check if the OS is only using 2GB of memory?
I also increased the virtual memory so it's using more disk space rather than RAM, the fan starts constantly whenever I run the smallest task so it's obviously struggling but never goes above 2-3 GB.
the memory is not used unless running programs or the operating system use it
it clearly says [Installed 16384 MB]
if you want it to use all of the memory (in which case your computer will get slower) you need to launch a lot! of extra programs which use it
In the Resource Monitor screen, you can see the distribution of 16GB of physical memory across various types. If a specific process needs more, it can allocate more. If you notice there is 10Gb of Standby memory. On the OS X Activity Monitor, you will see a similar screen
32-bit programs also have memory address space limits, which you should factor in on such screens. From what you have posted so far, it is good to see Standby memory and available memory both.
This doesn't however solve my issue. Why then is my Mac struggling to run auto cad or revit. It lags immediately then the fan starts and goes at the highest speed. The programs are basically completely inoperable. I'm only running one program at a time and regardless the ram usuage remains the same as if I wasn't using them.
You seem to have a GPU throttling issue due to apparent overheating. Did you upgrade from W7/W8 to W10? If yes, one option to test is to remove W10 (using BCA) and re-install a clean copy. Upgraded drivers can show similar symptoms to what you describe.
It is a clean install with the latest drivers. I previously had the same issue when trying with vista and 8 and had given up trying to make it work. Each time I completely wiped the partition and started fresh rather than upgrade.

2. What is the current version of nVidia GPU drivers installed on your Mac?
