I get a Cannot Load Library - Photos was unable to load your photos and videos. error message when I try to access Photos after logging into iCloud.com on my MacBook Pro Retina running 10.10.5 on Safari.
However, I can access same Photos library using Chrome.
Go figure.

I have this same error using CHROME.
I cannot load library using Firefox - nothing from Apple about this??
I clicked refresh button and icloud photos refreshed and immediately showed all my photos!
I got the same error, it was the first time I was logging in to icloud photo library, with a large (40,000 photos) library uploaded. At first I got a "building library" message with a gauge. After some minutes, I got the error message. After refreshing the cycle repeated for a couple of times. And then everything worked. I think this error was due to a timeout on some async process on icloud server. Anyway, it now works.
