I do not know. what symptoms are you seeing exactly?

is this popup for your Mail account or for keychain itself?

Have you changed your password lately?

Sometimes a user’s login password needs to be reset—for example, when the user has forgotten the login password and can’t use a password hint to remember it.

When a user’s login password is reset, a new [EMPTY] default keychain is created to store the user’s passwords. For more information about keychain passwords, see About your keychain password.

    from:

OS X Yosemite: Reset a login password

If you force-changed your login password, and cannot remember the old one, your old keychain and all the passwords saved in it are dead to you. It is encrypted with the old password, and cannot be broken open by any reasonable means to yield its secrets.

You must then re-discover and add back all the passwords (even if you don't use a lot of them, your email passwords are in there) to the NEW keychain one-by-one.

    >> This is not an Upgrade problem. This has been the same story since keychain was introduced in OS 9.
