my login ikon don´t react on mouse, why?

every time my displays looks fin and my mouse it working, but the login ikon don't react, so I may restart and the it works, why?

iMac (27-inch Mid 2011), OS X Mavericks (10.9.5)

Is the FileVault2 turned on?
