I can't open my older iPhotos files stored on a Seagate external drive with up-dated iPhotos app. Have installed the iPhoto Library up grader and tried to designate the library on the external drive as the default Library but still won't open it

Are you running Yosemite with the new Photos application? If so how is the external HD formatted. If it's not formatted OS X Extended (journaled) Photos won't be able to open or use any library on it.
What happens when you try to open the library on the EHD?
You should also update your profile so we don't have to ask additional questions about what system you're running or what application you're referring to.
