It sounds like you're trying to sync photos from a Photo Library in iTunes to an iOS device. The following Knowledge Base article offers up some great information on how to do just that:

Sync photos
You can sync photos to your device from an app on your computer, or from a folder on your computer.
- Make sure you have the latest version of iTunes.
- Open iTunes on your computer.
- Connect your iOS device to your computer.
- Click on the device icon in iTunes.

- Click the Photos tab.

- Click the box next to "Sync Photos from." If instead you see "iCloud Photos is On," all your photos and videos are already stored in iCloud. Learn more about iCloud Photo Library.
If your photos are in an app, like Photos, follow these steps.
If your photos are in a folder, follow these steps.
If your photos are in an app
If you're synching from Photos, only your System Photo Library is available in iTunes.
- Choose the application you want to sync photos from in the pop-up menu.
- Choose to sync all photos or selected photos.
- Select "Include videos" to sync videos stored in that same app.

- Click Apply.
If your photos are in a folder
- Select "Choose folder" from the pop-up menu.
- Choose the folder where you store your photos.

- Click Apply.
You can organize photos into subfolders to create photo albums.
