Q: My iPhone is turning off and on continously. What should I do?

Before turning off stripes show, every minute this happens. I have tried restoring it, but the time given is so short to do anything. It will also not permit me to sync my photos onto my laptop. Any suggestions on what I should do?

iPhone 4S, iOS 8.4
