Switch Iphone4 from verizon to tracfone

Hi, I have 2- Iphone4, CDMA IOS 7.0.2. still under contract with Verizon. Since we barely used the phones, I figured it would be cheaper to pay the ETF and switch to tracfone as we barely use the internet. I verified yesterday that the phones were compatible to switch and they were. I was able to switch one phone today but the other one that I tested yesterday, is unable to switch. Since tracfone is also Verizon, I suspect they put a lock on my phone today to prevent me to switch carrier? Am I right? Is my only other option is to buy another phone to switch? Thanks

The following article provides the process to unlock your iPhone to use with a different carrier. You will first need to contact your current carrier, in this case Verizon, for them to unlock the phone. If they refuse, you will have to get another phone. See the following article for the process:
