Thanks for letting us know the issue you are having with iTunes. Since you had to install a new hard drive on your MacBook Pro, I would suggest restoring your iTunes Library from your Time Machine backup rather than trying to download all of your music from iCloud. https://support.apple.com/en-us/HT204318I see that you tried to update your payment information. Try this again by removing your payment details completely, then signing out of your iTunes account to refresh it. Sign back in and input your billing information.
